The Hanover Office of Special Education directs and supports the development, implementation, operation, and evaluation of pre-k–12 educational programs, curricula, and services that meet the unique needs of students with disabilities. Professional development is prepared for staff and administrators to provide instructional leadership for, and supervision, coordination, and evaluation of early childhood, elementary, secondary, career, and transition programs and services.
The Special Education Department supports the use of high-leverage practices, developed and published by the Collaboration for Effective Educator Development, Accountability, and Reform (CEEDAR) and the Council for Exceptional Children (CEC), along with evidence-based practices, to increase the academic achievement and social and emotional competence of students based upon individual needs.

Restraint and Seclusion
Hanover County Public Schools' Restraint and Seclusion procedures have been implemented in accordance with the Virginia Department of Education regulations and School Board Policy 7-1.6. These procedures ensure that appropriate measures are taken before, during and after a behavior incident where a student is in danger of inflicting serious physical harm or injury to self or others.
