Hanover County Public Schools Section 504 Procedural Safeguards
Section 504 of the Rehabilitation Act of 1973 (Section 504) protects the rights of students with disabilities: qualified students who have a physical or mental impairment that substantially limits one or more major life activities. "Major life activities" means functions such as caring for oneself, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working. This is not an inclusive list of major activities, however.
Hanover County Public Schools has a system of procedural safeguards in place with respect to actions regarding the identification, evaluation, or educational placement of students with disabilities. As parent or guardian –
- You have the right to receive notice of any proposed actions related to the identification, evaluation, or educational placement of your child.
- You have the right to examine all relevant records of your child.
- You have the right to an impartial hearing, with opportunity for participation by you and representation by counsel, to resolve disagreements concerning the identification, evaluation, or educational placement of your child.
- You have the right to a review of an impartial hearing officer’s final decision if you disagree with that decision.

Title IX
Title IX of the Education Amendments of 1972 ("Title IX"), 20 U.S.C. § 1691 et seq., is a Federal civil rights law that prohibits discrimination on the basis of sex in education programs and activities. All public and private elementary and secondary schools, school districts, colleges, and universities (hereinafter "schools") receiving any Federal funds must comply with Title IX. Under Title IX, discrimination on the basis of sex can include sexual harassment or sexual violence, such as rape, sexual assault, sexual battery, and sexual coercion.

HCPS-HCSO Memorandum of Understanding
The Memorandum of Understanding between Hanover County Public Schools and the Hanover County Sheriff’s Office is reviewed every two years, as required by state code. The current MOU, signed in April 2025, can be found here.
Social Media Terms
Hanover County Public Schools (HCPS) social media platforms are limited public forums created for the purpose of keeping our students, their families, and the community informed of Pre-K-12 school-related events, as well as highlighting the mission, vision, and strengths of HCPS. This account is not monitored 24/7.
While HCPS values community engagement and feedback, the following types of posts are not allowed and are therefore subject to immediate removal: Comments not related to the site's topics or to school division business; comments that contain profanity, obscenity, or vulgarity; content that promotes discrimination on the basis of race, creed, color, age, religion, gender, marital status, disability or sexual orientation; personal attacks or threats against other users, individuals, or groups; references to specific, ongoing personnel matters; submission of personal information or likenesses of other persons without their consent; sexual content or links to sexual content; information affiliated with or promoting political campaigns or candidates; posts that promote illegal activity or violate HCPS policies and regulations; information that may compromise the safety or security of the public or public systems; content that violates a legal ownership interest of any other party or that represents an infringement on copyrights or trademarks; and, Spam or unrelated solicitations. Comments and opinions expressed by other non-HCPS Facebook users, and links to non-HCPS sites, do not necessarily reflect the opinion of HCPS. Commenters may also be held legally responsible if they make statements that violate the legal rights of others, including threatening or defamatory statements made against staff members, students, or parents.
Repeated posts in violation of the above terms can be disruptive to daily operations and interfere with HCPS’ efforts to keep students, families, and community members informed. Any individual or account found to be in persistent and ongoing violation of these terms shall be subject to their account being blocked from HCPS social media platforms and all associated school division social media pages, as needed to address the disruption. Such suspension shall remain in effect for a period of thirty (30) days from the date of the initial block by HCPS. In the event that the individual or account continues to violate these terms subsequent to reinstatement, a secondary block period of twelve (12) months shall be imposed. Should violations persist following the completion of the one-year suspension period, the individual or account shall be subject to indefinite blocking from all HCPS social media platforms.
